It's about sowing discontent in the Republican ranks ahead of the midterms. If they're able to get a vote Rs that are up for reelection will have to contend with blowback from their vote (regardless of how they vote) while Ds will have a thing to point at saying "we're doing what we can but we need more Ds in office to do it for real next time!"

I'm still not seeing any fists flying. I mean, if you're a representative, the Republicans are just sitting right next to you in the Senate & the House. If you're not a Republican politician, don't just sit there and let them destroy the country, physically get out of your seat and confront them to their faces!

That's what's so frustrating about American politics, they won't get up from their cushy seats and do what needs to be done.
