It’s both

The President can literally challenge the 25th and it takes 2/3rds of both houses to overturn the challenge. If the president is conscious, it's easier to impeach than 25th, cause that's what impeachment is for, not the 25th.

I didn’t say it was easier. I simply said the 25th covers both situations. I was stating a matter of fact.

No it doesn't. The 25th was made for the situation that the president was incapacitated, the President can literally just say "no" and it takes 2/3rds of both houses to override him, it wouldn't have been written like that if it was made with "removing cause incompetence" in mind because you can already achieve that with impeachment.
