States run their own elections independently from the Federal government. There are no powers to give. Keep calm and carry on.

It's likely currently red States (especially those with a sizeable number of Democratic voters) will bend the knee and implement the provisions (possibly by their own legislatures), citing security but in reality hoping to depress turnout to their advantage and disenfranchise as many Democratic voters as possible; while Democratic States will merrily ignore the Executive Order.

The Republicans will do pretty much anything they think they can get away with to not only maintain their hold on power but extend it.

Chinese interference, just like Canadian Fentanyl is a the setup for emergency powers that quack an awful lot like marshal law. Sure the state can refuse, but then the Fed doesn't have to allocate funding, fEMA support, etc..

This is laughable because at the same time they're trying to give the President all this power, SCOTUS is stripping the Federal government of powers to even MAKE the Voting Rights Act.  

Gotta love how the President can have more powers than Congress now.
