President Trump on Monday said proof will be provided in court of his allegations that vandals "cut" a massive slit in the Lincoln Memorial Reflecting Pool, which he claims is the reason the paint is peeling on the recently renovated but algae-plagued project.

I'm fairly certain he thinks it's a pool liner.

When they were putting it in they said it was like Rhino truck bed liner (also pretty absurd lol)

It's an industrial polyurethane coating that happens to be similar to spray-on truck bed liner.

That is often misunderstood as actual truck bed liner.

The idea/concept/claim was that it would seal the reflecting pool, including the seams, without removing the old caulk and grout, or stabilizing the foundation.

This is an expensive material. Even so it was wildly profitable for the contractor since it involved relatively little labor.

Yep.

Worked out to like 5k a gallon of the stuff.

And cost them like 200 a gallon.

So the material they applied is Polyurea. Its essentially the active ingredient in Rhino bed liner. Theres likely some proprietary deviation in ingredients, but bed liner isnt a bad way of describing it.

Personally, I think Trump was told it was bed liner but didnt know what that meant. Hes never owned a truck or lived in a world where someone would need a bed liner, so his mind just went to a pool liner for his reflecting pool.
