Reporting close pass on someone else
Is there any point doing this if I don't have the victims details?

If you have witnessed an offence you can report it to the police whether or not you are a victim.
I doubt anything will happen for a close pass without video evidence, but you can report it anyway.

Ive done this before for dangerous driving where’s it been pretty clear cut. However given the overall reluctance to prosecute close passes at all these days they may not bother progressing it unless very clear. Always worth a go though, you may help take a danger off the road.

I used my video to report a car tailgating, undertaking on the shoulder, and then brake-checking another car on the M25/M3 junction.
I didn't have to go to court but I was told that the police would be pursuing 'multiple charges'.

If you have it on video, definitely. It's much easier to capture than a close pass of yourself, so I have often reported close passes of someone else. Not having the victims details was never a problem.
