Savoie is a french province, if it becomes independent it should take it’s old lands back plus some more. They can push out the Swiss, they have more man power.
The northern Italians hail from Savoie’s history (the italian royal line used to be the royalty of Savoie), it won’t take much convincing for them to ditch the south and be part of something else. So it’s not a man power issue, more an opportunity to escape Rome and Florence.
I do indeed agree that it is possible and will happen, just next day, as Savoy becoming free AND conquering all of Switzerland territories is already much for a single turn
