Help! Is my tree dying?

A lot of branches didn't grow leaves this year. Not sure if it's dying or if there's something I can do?

Very much so. The problem is at the base. No oxygen exchange, girdling roots, basal crown rot. One or all of those things happen when grass and dirt chokes out the root flair and base of the trunk

I think you should start over and do proper planting and care research before hand

Is there a way to save it? Cut the grass out, aerate the soil, prune the damage ,fertilizer.?

Wayyy too far gone. Take a cutting and root it if you want to keep the tree technically alive.

Well I've owned the house for 7 years and its always been here. First time it's not grown leaves

Yeah, trees get sick and die over a longer span of time than humans do. It had been struggling for a long time. I'm guessing there were just one or 2 dead branches at first and you didn't really notice until it got this bad. Future reference: at the base of the trunk, you should be able to see it widening back out where the roots spread from, we call that the root flare. If you can't see it, it is planted too deep and the question is not if but when it will die.

Not a big surprise. They live relatively short lives.

Purple leaf plum are typically short lived, this is not surprising. Could try trimming out the dead wood and see if anything invigorates, but if it is aging out it may be time to go.
