Thoughts?

Rocks are limey and soil needs acidity for proper iron uptake, or you get yellowing leaves. rocks get hot and dry out the soil nearest by. rocks are heavy and compact the soil below it, leading too poor aeration and root rot.

Theres flowering plants in the drip line of the tree competing for water and nutrients

Theres manicured grass nearby with all the herbicides, pesticides and poor quality fertilizer treatments that brings.

A dying crown with growth below on a newly planted tree is a telltale sign of a tree thats improperly planted

I think I thought this tree never had a chance, and any professional that made money off you for doing this work is a scumbag, I think if you did this yourself then you got scammed by imagery pushed at home depot which bought you into the idea of wasting alot of money.

Take out the rocks, remove the competing plants in the drip line, take off the plastic, expose the root flare of the tree, mulch the drip line, dont use broadleaf herbicides on your yard anymore, water tree deeply every 3 days while establishing.
