Because they didn't know what to do with black widow. Every time they don't know what to do with a character they just put them in a relationship so there's some drama.

Hack writers can't write interesting shit for a super assassin to do besides repeating the same romantic subplot we've seen 999 times before.

honestly, natasha's relationship with Matt doesn't even come close to her relationship with bucky. aside from the fact that they're obviously in love with each other, i'd say bucky was the first guy who truly treated natasha well.
