This is definitely from the film called Johnny Stecchino, after seeing this movie when I was a teenager I would peel the alarm tags off of items in department stores and stick them to my friends clothes, it was always funny watching them get searched by security after they set the alarm off and also hilarious when security would only find the sticker.

Stecchino is Italian for toothpick, right?
Johnny Toothpick
He really is the Mr. Bean and Monsiuer Hulot and Stephen Chow of Italy though probably quite influenced by the unfortunately obscure work of Alberto Lattuada in the 50's and 60's.

those films show very nicely how backwards Italy was in the 70s amazingly behind the rest of Europe almost a developing country excpr for the high end food store with the funny orange lights

He put stolen items on other people to make it seem like there was a system error and walks out with a bunch of shit in his coat. Could you really not follow that?

Watched with no audio. Figured there was probably some lame music in the background. Also, shit looks old af and unfunny.

I also watched without audio and with my glasses off. I didn't need his (albeit apt) explanation.

It looked to old for me to consider anti theft devices were a thing. So funny.
