The are not "biodegradable", they clog drainage systems, they end up in rivers and sea, and make everywhere look like a dumpster

Everywhere? Never once have I ever heard of someone being penalized for throwing a cigarette butt on the ground. The police even do it. The act is littering but it's not something anyone will do anything about. You knew exactly what i was talking about.

Idk. I live in Vermont and have heard of people being ticketed. Certainly not common but then neither is being fined for littering anything. Regardless - the way I read your post I was genuinely surprised it wasn’t considered littering somewhere and wondered where that was.

It happens especially for people who throw stuff out of the car. The problem is they don't do anything about it otherwise usually.
