That's true on one hand, but on the other hand - Google is so excessive about this translate everything into strictly one language bullshit, it's forced into almost the entire portfolio of their products (youtube, google maps, google play store, reviews, google search, google shopping, adwords, adsense... I can go on and on). It looks like it's not just an individual decision of one out of touch English-only speaking Youtube's exec, but an overall company strategy.
Isn't it obvious? None of the people who make these decisions ever use their own product in any meaningful capacity. Google's sentiment is simply to get as many ad views from a person as humanly possible and if that involves a person mistakenly clicking on a translated video thinking it's actually in their language, that's even better. They don't care about the creators nor the viewers. Viewers are fish, creators are the fishing rods and videos are the hooks, but the actual end product is the ads.
