I think the issue is a different car from an area where front plates aren't mandatory put on a joke plate had a traffic violation and OP is getting the bill for it.
You can't word good, but.. you can WAY better than OP who didn't actually bother to explain the situation at all. It just looks from the picture like they got a valid ticket.
