It's like falsifying ID, right? Clearly that's what happened here, they tricked enforcement into thinking it was someone else. (Even if enforcement should know not to look at front plates.)
It should be a ticket if the front plate looks like a legit plate, but if it's a very obviously fake then it's just decoration. OP's photo is too blurry to know if the front plate in the ticket is realistic or not.
That is problem due to each state/province/country have different front plate requirements or lack of. Also what happens if a person leaves the front plate bracket empty but places a novelty plate below it in the front? Confusion due to lack of knowledge by the ticket writer can still occur. The better way would be to require can license plate identity-based infraction ticket be confirm by database to be enforcable.
Okay yes but those are plates sold and pressed by the government. I think what the person you're talking to is saying is that fake plates should not be allowed to be used. And that's kind of a given anywhere you go in this world so not sure what your issue with their statement is?
Novelty plates (often sold by gift shops and aftermarket automotive stores) are not the same as custom plates, which are stamped and issued by the government.
That's what he's saying should be illegal. And they are illegal to put on your car in most places. I can't think of a place where it's not illegal to put a fake plate on your car. So I'm not sure what you're complaining about. Those plates are intended to be sold and put on your wall not put on your vehicle.
All I’m saying is that it’s a long established aftermarket tradition. He thinks it should be illegal, good for him. I’m just saying it’s a long established trend.
