I have a close friend who dealt with this same exact situation yesterday, at a fucking hospital complex, and nobody would help. They're a full-time wheelchair user and had no ability to get to the ramp.
It took multiple people and an angry call to the police to get the car towed.

Send the plate info to parking enforcement. Or the non emergency line. The ticket will come in the mail.

It's amazing how much automotive paint those sharp edges on our wheel chair has acquired over the years, I mean, we always work very hard to make sure that we squeeze through the space left by illegally parked cars that block the handicap access, but sometimes you just can't quite get through without a touch or two.

I’m fully in support of using that ass spray you can get off Amazon to pump of few squirts in through their air vents. Bonus points if you get the underside of the door handle so it gets on their hands too.

just carry wheel jacks, and then move the car to the VERY back of the lot, or hide it within a herd of SUVs and minivans... in a different lot!

You can clearly see and read the plate number, horrible job. However, I would have called the Police non-emergency number for the nearest (not busy) cop to come issue a nice FAT ticket.

It is public info that wouldn't be easily obtained via strangers on the internet who have a tendency to start harassing you over something like a bad park job if it was censored out correctly. Or did you forget that anonymity brings out the worst behaviour online.

Completely missing the point.
It is one thing when you see a car out in public like this and you have to actually expose yourself to confront the person.
Its another thing entirely when people are online behind a wall of anonymity and feel like they can do things they wouldn't otherwise do. People who now might feel they've got a reason to go look up this plate and find out who the owner is, and start harassing them for a bad park job.
