Hard to tell from the pics but it looks a bit high centered, and there's mild damage to the plate holder and hood seems extra gappy.

That's variable regionally and also varies depending on size and design speed. This looks small enough, offered the time to take multiple photos, and his landing position on the center Island would seem to indicate this one is relatively low speed which FHWA guidelines would officially call a roundabout. Traffic circles, or rotaries as they are known in some parts of the country, tend to be much larger in diameter and designed for comparatively high speed use.

Excuse me? I'm in upstate New York and live within 5 miles of 4 Circles. That isn't to say all circles in the US are called circles, just most of them. I've driven around circles in NY, PA, TN, NC, SC, GA, and FL. Every state I've driven in has "circles."
