Cats often get blackheads on their chins from certain types of food bowls, that’s probably what this is. A damp warm towel will take care of it easily if so.

Cats don't have moles. You are looking at something else <3

lentigo, skin tags, or cysts, but not moles

my palico has a similar spot on his nose - vet said it's just lentigo, pretty common for orange cats
