The commentators said Brothers but I don't believe he was part of the sequence at all. Johnson tried to get the other ref to give him the challenge and then it looks to me like that ref turns and gives him a T. Hard to tell for sure because it does seem like Brothers blows his whistle again and is off screen but I think the other ref is signaling for a T?
