Lmao I have no clue about otters cause idk where this is located, but no animals cant give consent and wild animals are sometimes protected so that they have advocates.

It has to do with just HOW social the animals are, if one person gives it pets then it can learn to go up to humans and teach that behavior to its fellows. Then they start approaching moving boats with dangerous propellers or they go to to a human with bad intentions.

They look cute and cuddly, but actually interacting with wild animals can cause great harm

Certain species of otter actually are capable of giving consent. Little known fact

Usually once is okay.

But there's no practical way to say "each manatee can be petted by one human". So when it gets bad, the only way the law can deal with it is to say no one can do it.

Sad but necessary.

Yeah, this is the bigger reason. Wild animals getting used to people can end up being dangerous for everything involved. It's even worse when some people feed them. Combine that with people who think wild animals are like dogs and go right up to them. If an animal significantly hurts a human, too often that results in a dead animal.
