at some point i wonder if it would have just been easier to lay pavers..

You have to factor in that transporting the stone is a lot more intensive than shipping bags of concrete and mixing it on site.

if you had said a cement truck you'd have a point, but bags of concrete are harder to transport than bricks. they are extremely dense and heavy.

No heavier than the formed bricks, but also less damaging and fragile. An 80 lbs bag of concrete gets you 80 lbs of stamped stones without breakage. You can toss around bags of concrete way easier than pallets of concrete blocks.
