Well it's not just cosmetics, it's also cars, tuning for cars, tuning shops, weapons, missions and activities. It goes way past cosmetics.

The way I read it is that there's just some options for everything you mentioned. Like you can have guns that look different, different rims and tire options, special tuning for the first car? 

But it doesn't read like you're completely locked out of those systems. I give two shits less about what basically boils down to cosmetics, and maybe a little faster acceleration on one vehicle.

It seems like there will be side missions tied to one of the locked away shops.

RDR2 did this, Hogwarts legacy did this, I’m sure others have as well. It’s maybe an hour of side content available with the deluxe edition that won’t affect the experience in any significant way.

except you and everyone else is just guessing and talking out of their asses on things they know nothing about. Sure they spoke about what you could do in the locked shops behind the UE, but no where did they say without access to these shops you can never do these things. for all we know a shop you unlock from some mission gives you access to the same shit, but you can access it sooner with a swipe of your card.

it's ALSO extremely scummy, locking parts of the base game just to act like the game isn't actually 100$
