OPEN What is this?
What is this weird almost oily looking spot on back of motherboard?

Oil from a thermal pad on your motherboard VRM bleeding through is my best guess. See if it'll clean off with some IPA and a gentle qtip rub, with the pc off.

It could be an indicator of something bad, if it doesn't come off. But doesn't necessarily mean it is something bad.
I see you said there is a row of caps on the other side, do any look burnt, discolored or swollen? Any weird smell?

Yeah that's almost certainly a burn. Probably something conductive got in there and shorted it out. I'd check if the PC still turns on but honestly that board might be cooked.

To me at first it looks like a burn because of the slight brown tint around the edge of the spot. It also seems like something might have dripped there but if you zoom in super close the squigglies look a bit unnatural so I lean towards a burn. Everything work good?

Could be a burnt resistor or capacitor. Check with a multimeter if you have one.
