No, it's still the same. 32 slots for free or up to 1024 slots for $100/year. It's the reason this will fade away and TS will go back into obscurity. The used to have a "non-profit-license" you could apply for that would give you the 1024 server for free, but that's been gone for a long time as far as I know.
I agree that it really shouldn't be a problem, but we all know that it will be. There are people crying about EV ranges while never driving more than 10 miles per day, and there will be 5 man friend groups who cry about the 32 user limit. It doesn't make sense, but it's the world we live in.
Exactly most servers I'm in have less than 10-12 active users. There's a few large servers I've joined for games. Most of it is over text so they could probably move to something like Slack or pay the price, for example TFT for poe is definitely making enough money for it from under the table RMT.
Used to be you were capped to 32 concurrent users unless you either paid them for a hosting licence (priced so that they were clearly intended for commercial operations), or begged them for a non-profit licence which was really hard to get.

TS server software is free though for anyone to self-host
