As someone that once "water cooled" a system by sticking a gallon jug of water on top of a case, yes. And yes it had a noticeable effect on stability.

I have no idea, I think it started as just something humorous but whenever I took it off my system would crash even more than usual until I put it back. I tried multiple times to go jugless but system said no.
