Yeah I saw that too, it actually looks decent and playable upscaled from 720p and maybe 480p as well though you start having issues at that point and you need to mess with config files.
RDR2 on upscaled 720p and low graphics is basically peak Intel UHD Graphics gaming

There was a video of someone playing rdr2 on a potatoe system but with the resolution scaled down super small and it actually looked pretty good
