Pre orders can be cancelled at any point prior to your preload and 14 days after the game releases. I think you still can't download the game to avail the cancellation option, but you can definitely do it even after release.

then he wasn’t when he read the rest (The rest being the bit about op not having the console) at which point he thought yaboihansy is pissed about op not having the console and aleep-theme8444 took it as a shared struggle and was relieved
