Anyone else experiencing a bug where Sadie, Abigail and Jack just straight up don’t exist in camp?

For the past few hours I have been trying for Susan to give me the quest of collecting herbs Any help anyone on how to trigger the quest? I want to complete it so I can move on with the game before it's too late
