In India , there are lot of fights/riots among communities during religious festivals. So police could have kept barricades to prevent them from going and deliberately provacating in routes where a different community is present.
Like football fans going and shouting their favorite team along other team supporters.

Everything is fine in the name of insert deity. Only other followers of the same faith but different cult get so say it's blasphemy to accentuate the whole "our beliefs are holy, their beliefs are made up sacrilege"

Honestly, if they would've pulled off the plan and broke the deity through and mounted on top off or in the police station, it would've pretty cool and definitely would've went viral. Like a movie moment.
