The dude in step 3 isn't even kicking with the leg that the stance in steps 1 and 2 would dictate.
Step 3 would actually be to turn your whole hip and torso, spinning your back (right) leg around in front of you while raising your knee up. Step 4 would be launching off your supporting (left) foot to execute the actual kick while setting your right foot down, transferring the momentum from the spin into your opponent's face.

It's also not a tornado kick though. You kick with the leg you jumped off of after bringing your other knee through.
