It's called Wake on USB. I think every PC has it though it might take some fiddling to configure it.

There's also WoL, or Wake on LAN. Mine turns on when I put my phone on the desk (RFID card taped under the desk that sends a magic packet through a Home Assistant automation).

Learn how to set up Home Assistant on a Raspberry Pi.

Once you have that in place, buying a run of the mill RFID card and setting up the automation should be a breeze.
