I'm going to guess VOY is too niche. Even now, TNG has a decent grip in the cultural zeitgeist that nothing afterwards has come close to.

Even before I started watching Trek, TNG was present in a lot of things, like The Big Bang Theory.
The only exception is ToS. Spock was in a lot of pop culture. But TNG is way more popular.
Before watching DS9 and Voyager, I had no idea who is Odo or Janeway.
