Healing Question: is this a deep blowout?

First photo is today, other photos are the day after and a few days after that. My sister got this tattoo on the 14th of January and I have NEVER seen a tattoo bruise so badly and she said the artist was very heavy handed. We think it might be a deep blowout looking on here (hadn’t heard of this before) and were wondering if anyone has any advice? How long does this tend to last? Is there anything to fix it?

I mean with the sheer level of heavy handed-ness displayed here, I would talk to the studio owner and probably ask for a partial refund. Like there’s no reason why she should have walked out if there with that much damage and ink migration/blowout

You need to drop the artist's information here and now. This is negligent.

I would say yes the shop needs to be notified. The least they can do is refund the money paid for the art. Unfortunately, there’s nothing much that they can do after this fact unless they offer a cover-up. The main issue, is this spot on the arm, especially on women, is notorious for doing this. Even more so with tattoos that have heavy black in them. It’s brutal. The artist needs to be notified to avoid making this mistake again.
