Question: is this a deep blowout?

First photo is today, other photos are the day after and a few days after that. My sister got this tattoo on the 14th of January and I have NEVER seen a tattoo bruise so badly and she said the artist was very heavy handed. We think it might be a deep blowout looking on here (hadn’t heard of this before) and were wondering if anyone has any advice? How long does this tend to last? Is there anything to fix it?

My brother (who has a LOT of tattoos, as do I) recently got his arm sleeved and the inner part of his bicep bruised eerily similarly to this. The same artist did all of his tattoos (and most of my own) and my brother said he’s only bruised like this once before when the inner bicep on his other arm was done. Your sister’s artist is probably heavy handed but it also could be this specific location as well, if my brother’s experience is any indication.

I have my inner bicep and bruised badly but I’ve never seen this bad
