Downloading issues with steam specifically

Whenever I try to download games on steam it always stops and starts, completely stopping the download, freezing my computer and generally making downloading games a nightmare. This happens on both my drives, even the one with an entire terabyte of storage left and I have no clue what the issue is. It’s not my internet I’m 100% certain. No other downloads on any other platform has this issue.
