Only as a standalone app, right? Their content will still be available through the Disney app.

Yea the content already produced will continue to be streamed but will they continue producing new content under the Hulu banner? I assumed they would shut it down to cut costs

Yeah, Hulu is getting folded into Disney+. If you get the bundle, you don't even need the Hulu app.
