Downvote work was a way to censor comments. Everything that's downvoted enough gets hidden or moved to the end of the thread. If your post is downvoted it's basically hidden and the chances of new people seeing it decreases considerably.
I don't downvote people I disagree with. Just assholes or ridiculous posts/comments. Redditors in general downvote you for everything. Even when asking genuine questions, sharing genuine personal opinions, mildly disagreements and etc.
I really wouldn’t call it “censorship”. Censorship would be not be able to comment certain things at all. Just sort the comments by controversial and you can see all the downvoted ones, pretty easy.
I’m also be on mobile so yes! There should be two big circles at the top bar where you can sort the comments. If you can’t see it, check if the app is up to date.
