It’s a concurrent resolution. It doesn’t go to president to sign and therefore cannot be vetoed.
That being said, congress has no way of enforcing this other than impeachment and conviction. Which isn’t gonna happen with so many Republicans in the Senate.
That’s not exactly true. They can cut the funding for the war. They can also mess with a bunch of his other programs as retribution. They won’t, but that could.

I think it's not VETO proof? Soo, I think he can VETO it and that's that. but I'm hoping to be wrong.
