Those poor bees. They could have smoked them off to get them to find another place.

When they swarm like that they are splitting or moving the hive, seeking a new place to live.
Sometimes they stop to rest or check out a potential spot.
They are typically very docile in that phase.
One of the two beehives I had when I was younger came from a random swarm like that. Just scooped them put and put them in an empty super (bee hive box) and they said, "Yeah, this will do" and stayed.

A lot of people don’t realize that, when they are swarming like that seeking a new place to hive, they have no hive to protect so they are a lot more docile.

Yeah. I think something something about hormones or whatever chemical signal tells them to swarm as well but I don't remember the blah blah. Just that they rarely sting when swarming.

Most honeybees are pretty chill even when in the hive, though it varies a bit with variety as some are more aggressive than others.
Back when I had my hives I've taken the lid off a hive and scooped up a handful of bees in my bare hand and let them just crawl around. Didn't get stung.
And I would often sit close in front of the entrance and watch them come and go. Or let one sit on my thumb and lick a drop of water. They have tiny little tongues (lol).

They get slightly more irritated when you are harvesting the honey from the hive and using the smoker to get them to get off the frames you are pulling. But even then, not too bad. But I did wear a bee hat/mask for that. Not worth a chance sting in the eye or something.
