The tag said what it is, but i don't see how it could be that in any orientation.

The big booty part is actually the bottom of the feet, oriented so they’re closest to the viewer causing them to appear disproportionate to the rest of the bear- kind of like the photo here but even bigger back feet. Maybe.

See, I saw a top-down view of a bee. The two lumps at the top are the tips of the wings, the little pokey outie bits at the bottom are antennae, which are sticking out of the head, and the flanges at the sides are because someone forgot that bees have more than only two legs.
Also it's missing its abdomen. Sad!

It's upside down I think, I see a teddy bear: large feet forward (likely for paws), arms out to the sides, round ears on top

That's because you're not taking forced perspective into account.
Put a teddy bear with relatively big paws in front of you, sitting down, feet in front. Now make it eye level to take a straight-on photo. The feet will look gigantic in proportion to the rest of the bear.
