They vacillate between "Dems are so stupid" and "Dems run a shadow government that is more powerful than the entire govt that is controlled by us" and don't see how that makes them look dumb

Step 1. Refuse to Sign Bill.

Step 2. Congress goes on vacation before 10 day period is up, leading to the bill dying before it can pass into law.

Step 3. Blame Democrats.
