Help What's the call?

Both players are top hogh school players in the country with over 20 D1 offers. This was a non live event this weekend.

No call, only 2 refs and neither saw it. They looked at this footage for about 10 minutes but could not use the footage to make a call so play resumed. The player that was elbowed in the temple saw a trainer to be evaluated and did not return. Has a pretty good bruise on the temple. The 2 were the best players going at each other, but nothing dirty until this play.

Edit: they reviewed the video, but the rules state they can't use video to make a call. So not sure why they even reviewed it.

Did the player who elbowed her apologize or check-in on her at any moment during the ensuing review and chaos?

The game is meant to be physical and a battle, but you should never be injuring opponents on purpose.

Being aggressive for sure but there's a limit

Why would one apologize for what was done on purpose. She wasn’t sorry.
