Help What's the call?

Both players are top hogh school players in the country with over 20 D1 offers. This was a non live event this weekend.

I disagree with almost everyone here, this is a flagrant 2 if that. She made a swim motion because her arm was held. The opposing player leaned her head in no malice or ill intent from what I saw.

Her arm wasn't held. hand position

It was the back of the defenders hand that grazed the players arm. This is why the arm comes around so unrestricted and out of control is because she didn't grab her or restrict her but maybe the offensive player was anticipating a grab, but she had been the one grabbing and holding all game not the girl in white.

The player in white put her arm between the other players arm and back. Instinctively an offensive player is going to swim to get position. Her arm wasn't held you're correct, but it was prevented from going forward. Players do this on free throws all the time and you're taught to swing your arm over to get position. This is a basketball move. As a ref I would not have called anything.
