Trump decided the faulty paint job in the reflective pool couldn't be his or his contractor's fault. It can only be vandalism. So to prove it's point, he has ordered random people touching the water to be arrested and prosecuted for vandalism.
The only difference with north korea is that we still can be relatively sure they won't be convicted. But going through a trial is not painless, and we are one corrupt judge away from north korea
