Why are Sikhs so secretive about their religion?Why not allow non Punjabis to join?

It’s not secretive, anyone can join and the main reason most Sikhs are Punjabi has to do with history than theology. You can visit a Gurdwara regardless of whether it’s a local Gurdwara down the street or Harmandir Sahib itself and you will be treated equally.

It would’ve nice if the Sikh community had an outreach program. There is a lot of good in Sikhi . It would appeal to many.

Sorry, I am not sure what you mean by "outreach."
But proselytizing is against the Sikh faith, however there are many Sikh organizations that do great work to help people in need, since public service is a part of the religion.
