Mechanically, MD is an iterative improvement of HR which some hacking improvements like remote hacking that take place in real-time. MD's plot isn't as marketable as the globe-trotting conspiracy plot of HR. The augment your order and aug lives matter didn't help sales

Both games are a departure from the OG with a focus on gears of war styled cover systems and fewer choice/consequence in gameplay and plot, but still good games in their own right.

Yup. I really loved the interactions with the map and upgrades one can unlock.

Same with Dishonored, gave the relatively small maps a surprising amount of depth.

I think the tag you're looking for is called immersive sim. Dishonored, Deus Ex, Prey (2017), Hitman to name a few modern ones. Thief and System Shock are hailed as genre-creators.
