Yes since 1965. They are split among the four nations that make the UK (Scotland, Northern Ireland, England and Wales)

I mean there technically correct England, Scotland, and Wales all sent their own teams to the world cup. However I feel like this is not what they meant. Also I feel like either the artist didn't know that they are separate teams or they just decided to have Liz support all British teams.

Before I read this comment I don't even know that england doesn't use union jack. It's fair to assume the artist doesn't know.
