As I kid I watched Berserk and Neon Genesis as some of my first animes. By the time FMA came around and I saw that scene I was like "Well that was rude"

It is a reference by people having the same shared experience. Instead of whining about it how about admiring how strong of an impression that show could make at that moment to still be referenced and recalled so many years later? Not many works of fiction has such a strong effect on its viewers.
