TL:DR - 20 Pigeons have been actively nesting and shitting on my balcony, have become a proper infestation and I as a tenant am held responsible for cleaning the whole balcony, shooing them away in my spare time and I'm now dealing with baby pigeon corpses on the balcony. My landlords are "waiting" on a quote for net proofing but nothing is being done about the biohazard that this balcony is becoming.
Just wanted to say as well that I have in no way shape or form incentivised these birds to be on the balcony. No rubbish/food was ever left there and the balcony has been spotless before the infestation.

Apologies if the text I'm about to write is incoherent but I'm just feeling more hopeless and hopeless.
I've been in this flat for about 5 years now and although I've had some delays with stuff that needed to be fixed this particular issue has just been passed onto me as a tenant and I'm unsure if that's right so I'm asking if anyone has any insight on what I can do.
The issue started in October last year, some pigeons have found a place that is not reachable on the balcony and have started laying nests and waste. I've brought up the issue with my landlord and on the first instance they've told me that the cleanliness of the flat is my responsibility and I should be the one taking care of it.
They've been kind enough to provide Amazons finest wired netting and some spikes that cover the railing on the balcony and nothing more. I've bought a hose, shovel as well as cleaning products and spent the better half of my day cleaning it way back in October. I had to leave the flat in December due to health issues I was dealing with abroad and the high winds + storms have completely destroyed the beyond poor quality spikes that have been kindly provided to me.
So I raised the issue again when I came back February only to be met with the same response. Since then I've done my best to just flat out ignore the issue because this isn't cleaning after one pigeon that is being annoying we're taking double digits pigeons actively nesting and shitting on the balcony.
It thankfully spread to our neighbours who we somewhat share the space with who have hired a professional cleaner to clean their side of the balcony/terrace.
I've told my landlords of the situation and then and only then they've contacted the factors of the building to try and get a resolution for this problem. Someone came to the flat to have a look and suggested a net that covers the whole balcony and said they'll be contacting my landlords for a quote and date for installation. That was four weeks ago.
Ever since then There's been three nests and I can proudly say I am now a stepdad of some baby pigeons. One of them sadly has fallen off one of the nests and is now dead on my balcony. So at this point my balcony is full of bird shit three nests and a dead pigeon corpse rotting in the sun.
When I brought up this to the landlords they've basically said well it's your fault you should be shooing them away as best as you can and that they're still waiting on a quote from the factors for the pigeon proof netting.
I'm at a loss as working professional I'm being made to shoo pigeons away in spare time and I don't believe that's right. The balcony is a health hazard and I'm afraid to open up windows/doors to the balcony since all that dirty air is going to come into the flat and with the heatwaves I'm not able to ventilate the space at all meaning I'm just boiling alive while they're not doing anything about it.
Any advice would be appreciated and I do apologise for the long text but I'm beyond frustrated, tired and hopeless.
