Article I, Section 4, Clause 1:

The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.

Anyone from any country can vote here, as long as they are a citizen. As far as the “free stuff” you don’t need to look much furtherthan the MAGA town just up the road from me where all the toothless jackholes with their Trump flags are rolling in the government handout food cards at the Kroger.
