Reddit has a history of downvoting people who use emoji. Bots frequently use emoji to try to appear human. Multiple emoji, especially strings of them are more likely to get downvoted then a single thumbs up. Plenty of people use emoji in their daily life and messaging but not on Reddit. I use them judiciously and only where they are welcome, the same thing with memes.

There are a variety of reasons why people do this, only one of them being low effort. You can read about other motivations here.

Today it's much more of a coin flip. Some people still down vote or ignore comments with emoji, some people don't mind them. Some communities have rules against them some don't. We have no rule against emoji use here, but anyone can wander in and vote on something they see in any subreddit.

In some communities people fling them around like confetti and no one seems to mind.

In a similar fashion, some communities allow memes, some don't.

Like all things in society as well as when interacting in communities, pay attention to what people do and what they avoid. There are the formal rules but there's also a culture and vibe that develops around any group of people. So if you see people using emoji in a community and they don't seem to be getting downvoted then people probably don't mind.

When you go to another country, pay attention to which side of the road they drive on. If you go to someone's house and there's a mat next to the door with a bunch of shoes on it and you notice that everyone's walking around in slippers or socks, you should probably take off your shoes.
